hierarchical vpls is when two or more vpls instances are connected together with statically configured atom pseudowires in order to solve the scaling issues of the vpls instances. since no extra loop avoidance steps are taken by the control plane, you have to carefully design the interconnecting pseudowires, especially if you need redundancy. the bum traffic obviously will be flooded over the interconnecting pseudowires.
